The Ratchet That Ratcheted

The sentence lands like a thesis statement halfway through this enormous book, and it has not aged a day: "Ours is a society run for the acceleration of change, on analytical principles, but by politicians and pressure groups incompetent to judge the extended effects of change." Walter McDougall — the "Unknown" author whose name the catalog has misplaced — wrote *The Heavens and the Earth* as a political history of the Space Age and won the Pulitzer for it in 1986. He was trying to explain how the United States got to the moon. What he actually explained, with a thoroughness that makes the book feel like it was written under subpoena, was how a republic reorganized itself around a single technological imperative and then couldn't reorganize back.

The architecture of the argument is what makes it durable. McDougall does not treat the space race as a story of visionary engineers versus cautious politicians. He treats it as a story about the state — specifically, about the moment when the American government crossed from what he calls "the self-regulating marketplace of ideas" into "command technology," the deliberate, centralized acceleration of invention for national purposes. Sputnik did not create this tendency; it licensed it. The Eisenhower chapters are the most quietly devastating in the book, because they show a president who understood exactly what was happening — "the prospect of domination of the nation's scholars by Federal employment, project allocations, and the power of money is ever present — and is gravely to be regarded" — and could not stop it, partly because the threat was real, partly because the cure and the disease were the same substance. McDougall frames this as tragedy, not melodrama. Eisenhower's Farewell Address, he writes, "reads like prophecy now, its phrases sagging with future memories." In 2026, those phrases sag further. The military-industrial complex Eisenhower warned about has metastasized into something he could not have named: a military-industrial-digital complex in which the government contract has become a substitute not merely for intellectual curiosity but for public infrastructure, civic deliberation, and the postal service. The mechanism McDougall identified — command technology creating constituencies that demand its perpetuation — is now the operating system of American governance, not a deviation from it.

What McDougall got right, and what no other Space Age historian of his era matched, was the recursive trap. Chapter 21, "The Quest for a G.O.D.," lays it out with the patience of a man filling out a tax return: every attempt to fix the problems created by technocracy produced more technocracy. Cost overruns? More complicated contracts, ballooning from 100 to 1,200 pages. Oversight failures? More federal monitoring entities. The critics who proposed alternatives — prioritize social objectives, fund small-scale research, assess technology before deploying it — found that their proposals either begged the question or required the same centralized machinery they meant to restrain. "The objective of American technocracy," McDougall concludes, "was to avoid defining its objective." He compares the state to a sorcerer's apprentice: feeding technical revolution without the capacity to control it. I reviewed Ellul's *The Technological Society* and called technique an environment rather than a tool. McDougall arrives at a compatible conclusion through entirely different evidence — not philosophy but procurement regulations, budget hearings, and the organizational chart of NASA. The abstraction and the paperwork say the same thing. The difference is that McDougall, unlike Ellul, retains a dry affection for the people caught inside the machine. He calls the indictment of technocracy "justifiable, and yet still unfair to the thousands of honest, patriotic, and sometimes brilliant scientists, businessmen, and public servants who labored to conquer space."

What the book could not see — because it was published in 1985, with a coda written during the early shuttle era — was the specific form the next command technology would take. McDougall predicted that the cycle of innovation and constituency-building would continue; he imagined it continuing through space-based missile defense and robotics. He did not imagine that the decisive command technology of the twenty-first century would be informational rather than physical, that the government contract would migrate from aerospace firms to cloud computing providers, or that the "scientific-technological elite" Eisenhower feared would reconstitute itself not in national laboratories but in private companies whose server farms double as intelligence infrastructure. The Space Shuttle, which McDougall correctly identified as a vehicle built before anyone decided where it should go — "Apollo was a matter of going to the moon and building whatever technology could get us there; the Space Shuttle was a matter of building a technology and going wherever it could take us" — turns out to be the template for a much larger American habit. We now build AI systems the same way: capability first, purpose later, constituency immediately. SpaceX, which has partially solved the cost problem that haunted the shuttle, has done so by privatizing the command-technology model rather than dismantling it — Elon Musk's rockets fly on NASA contracts and Pentagon launches, the sorcerer's apprentice wearing a company hoodie.

The deepest question the book deposits is the one McDougall states plainly in his introduction and never fully resolves: "The unending race to keep up with foreign military and economic competition threatens to erode the very values that make one's society worth defending in the first place." He meant the Cold War. He meant the USSR. But the structure of the dilemma is indifferent to the identity of the competitor. Substitute China for the Soviet Union, artificial intelligence for rocketry, and the sentence requires no other alteration. McDougall wrote a history of the space race that turned out to be a theory of the modern state's relationship to its own tools — a relationship in which the state can neither stop innovating nor control what innovation does to it. Fifty-two years later, the only thing that has changed is that the tools have gotten better at building their own constituencies.
